Fifth Anniversary Episode: Chief McCaskill's colouring, em, crime reduction plan-to-make-a-plan booklet reviewed

Today's podcast marks the 5th year of The Great Canadian Talk Show serving the community as the voice of the alternative media. The support of so many people, from all political stripes and opinions, and from the mainstream media, bloggers, world of business and academia, and supporters of free speech, is gratefully acknowledged.

My latest column in the Jewish Post and News provides some historical background on the training to engage in this form of broadcasting that I received under the mentorship of the late Yoram Hamizrachi East.

Shout-outs off the top of the show include the instructors and students at two institutions I had the pleasure of speaking to this week: the radio class at Academy of Broadcasting under John Copsey; and the Writing Partnerships Practicum course in the Rhetoric, Writing, and Communications department at the University of Winnipeg, at the invitation of Associate Professor Jennifer Clary-Lemon. Her class blogs at http://writingpartners.wordpress.com/ .

Our focus on this episode is the colouring book-like booklet distributed to the media on short notice last Friday by Winnipeg police chief Keith McCaskill, long on fluff and filler like:

“The fact that you’re planning is more important than the plan."

As I said to the classes I spoke to, if a Grade 10 student tried to regurgitate self-serving quotes and artsy pictures in a class project like McCaskill did, they would be awarded an F.

Forced by statistical fact of an increase in violent crime to croon a Petula Clark hit to explain where he intends to target resources - hello Stefano Grande - McCaskill adopted what could be a new phone number representing the lowball targets he has for a crime-reduction strategy - 9-3-3 - for approval at city hall "where normally supportive politicians damned the long-awaited plan with faint praise."

The Free Press also reported on how the presentation did not address breaking the backs of gangs "that seem to invade every safe space" by going after "the kingpins"; nor did the material explain how the Chief wants to work with the MLCC to address alcohol-fueled violence after working WITH the Liquor czars to pursuade the NDP to expand the hours socials held in neighborhood halls can sell booze.

Rounding out the show is a recap of two accounts from the blogosphere of last week's Downtown Biz safety forum being hijacked by anti-cop, anti- Biz anarchists:

http://thecoldcoldground.blogspot.com/2011/11/forum-on-downtown-unsafety.html#comment-form

http://uniter.ca/blog/entry/6934/

(NB - it has come to my attention that one of those stories is being disputed, which I will raise when taping the next installment.)

And of course given the circumstances, a special reflection on our time at Kick-FM and growing the audience, the dishonest conduct of Red River College censors under Stephanie Forsyth towards community radio and free speech - lying about Sam Katz and Vic Toews for instance - and what our listeners are saying about the show and the direction this city has taken in the past year with no one on radio holding the oligarchy to account in our stead, are part of the commentary. Controversial Cathy Rushton Departs Red River College

Cathy Rushton, the longtime Vice President for Finance and Administration of Red River College who has been under intense scrutiny after internal emails revealed her part in orchestrating the cancellation of The Great Canadian Talk Show on Kick-FM at the behest of College president Stephanie Forsyth, is apparently no longer employed by the campus.

Over the weekend, bloggers noticed a sharp upswing in internet searches for "Cathy Rushton" with some interesting adjectives added that indicated what could politely be described as a parting of the ways.

Then on Wednesday, TGCTS received the following email from Barb Judt of Osborne House:

Hi Marty:

When I called RRC today and asked to speak with Cathy Rushton, they advised me that she wasn’t in. When I asked when would she be back, I was told that she ‘would NOT be back at the College’.

Other sources confirm her departure, suggesting that Rushton officially hit the bricks last Friday, June 3, right after the spring convocation and before this weeks' golf tournament.

The timing would be exactly two weeks after the CRTC received an official document from Kick-FM admitting that its 4 member "Executive Committee" (which included Rushton and RRC administrator Larry Partap last November and claimed it had the authority to arbitrarily cancel TGCTS) did not have any legal powers whatsoever under the Bylaws or voted by the Board of Directors.

The document, on Red River College letterhead, was a response to an official complaint sent to CRTC chair Konrad Von Finckenstein by a concerned listener.

CRTC rules are very strict about requiring care and control of campus radio licences by a balanced Board of Directors at all times, yet the document indicated the "Executive Committee" (made up of the officers of the corporation) has been making decisions on short notice for years about the station without consulting the other directors, supposedly telling them after the fact what the foursome had done.

Manitoba Companies Office filings show Rushton was an officer of Cre Comm Inc, which holds the radio licence, from Day 1 until Dec 14, 2010.

The listener had meticulously collected and cross-referenced emails, official records, and media reports to raise extensive questions about whether CreComm Radio Inc was breaking CRTC rules and its own Bylaws in the way it handled financial and conflict of interest issues, conducted its corporate affairs, and structured the Board of Directors.

Rushton had been the college’s chief financial officer since 1995, and the vice-president of finance and administration since 2006. She has been mired in controversy for over half a year, after official records proved she had:

- circulated false claims to College and station officials that Mayor Sam Katz had complained about TGCTS to former President, Dr. Jeff Zabudsky, and refused to correct the records held by the College about Katz;

- ignored the official complaint policy of the station which she had received last August, that required the Canadian Broadcast Standards Council procedure be followed and complaints about Kick-FM programs be put in writing to the station manager;

- admitted censorship was the real reason behind axing the show,

- invented a false reference to the "Executive Committee" having held a meeting to make their "decision" to cancel the show

- mocked the Winnipeg Police Association as well as other listeners from the community who spoke out in support of Marty Gold, and

- misinformed the Board in December after it heard Gold's appeal for reinstatement saying that federal Treasury Board minister Vic Toews had complained about the show, when Toews had actually questioned Thomson and Forsyth about the rumours regarding the Winnipeg Free Press being behind the cancelation.

Cathy Rushton mocked Kick-FM listeners as Graham Thomson misled blogger about appeal

The first week without The Great Canadian Talk Show was almost done and Cathy Rushton was already looking forward to holiday cheer.

The Red River College vice-president and her fellow employees, acting on the 'suggestion' from their boss RRC president Stephanie Forsyth to silence the popular show after being pressured by Winnipeg Free Press editor Margo Goodhand, had connived a way to sidestep the Board of the non-profit that ran Kick-FM on the Princess St. campus.

The "Executive Committee" of Cre Comm Inc., which included Rushton and Creative Arts Department Chair Larry Partap, had "held a meeting" on November 2nd and "made a decision" to "refocus the station" and give the boot to all non-student hosts to make sure to be rid of Marty Gold.

It was Friday and Cathy Rushton wanted to wrap up the week of concocting cover-ups.

Two days earlier, Dean of Business Graham Thomson, who was the first member of Kick-FM's Board to learn of Goodhands' (false) complaint and immediately offered to find a way to kill the show "without too much trouble", had been blindsided. A recent RRC graduate and ex-Kick FM host pointed out that no existing shows had needed to be canceled to make time for student programming in the past, and that the new policy made no sense.

http://tgcts.blogspot.com/2011/03/thomson-told-rushton-only-one-excuse.html

"Feeling a bit stupid", Thomson had forwarded the email to Rushton to let her know that "a strict policy of students only is not likely in the best interests of the station" but that "allowing 'outsiders' will leave us open to criticism and we may have to hang out hats on the 4-6 timeslot thing."

Now, finally, the weekend beckoned -- if only those pesky listeners would stop blindsiding Thomson with their damn logic.

One of the many bloggers who had been given a voice during the civic election and contributed to the show, John Dobbin, was also seeing through the cover-up story, and he wrote a story about it at 4.03 PM on Friday, November 12th.

http://johndobbin.blogspot.com/2010/11/latest-on-great-canadian-talk-show.html

"I spoke to Dean of Students Graham Thomson this afternoon for an explanation about the cancellation of The Great Canadian Talk Show.

In short, I said that the station seemed to have a good student representation on the show and I asked whether the show should have been given an opportunity to demonstrate that.

I put forward that there was a few shows on Kick FM that were run and operated by volunteers and asked if they were all in trouble.

Thomson indicated he was taking notes from all the people who called and he explained what the radio licence called for."

Dobbin didn't buy it.

"I pressed him on that and said I wasn't sure that the show didn't meet a lot of the requirements of student participation and could have done more if the college had given the opportunity.

To close the conversation, Thomson indicated that he thought Marty Gold would have the opportunity to re-apply for a radio slot. In other words, it looks as if an appeal might be happening.

I have not heard confirmation of this but it could mean that the show with some tweaks could be given the opportunity for a come back. I await further information."

When Rushton got the Google Alert about 'Marty Gold' and saw the hyperlink of Dobbin's blog post that included "re-apply for a radio slot", she blackberry'd a terse one-liner to Thomson at 6.25 PM.

"Please tell me that you didn't say that Marty could re-apply."

The next afternoon, Thomson finally came up with a reply to calm his agitated boss-lady.

He had no choice but to lie to Dobbin about the appeal process because, after all, he had already lied to the students and public about the real reason for the show being canceled - and he admitted it had nothing to do with the "timeslot thing" either.

"This guy suggested that Marty come back in a much reduced role, with students doing a lot on-air ...

since we have publicly said that we have no issue with Marty per se
,
I didn't want to say there's no way we'd have him back."

So the lies concocted by Red River College are exposed once and for all, by Graham Thomson.

* TGCTS being canned had nothing to do with hearing more RRC students on Kick-FM.

* It had nothing to do with the prime time slot being required for students' shows.

* And the Dean of Business, Graham Thomson, admitted the fix was in to sink any appeal by Marty Gold and the listening community at the Annual General Meeting on December 9th to return to TGCTS to the Kick-FM schedule.

"There's no way we'd have him back".

Rushton, an expert in rationalizing the morality and damaging effects of College officials making false and misleading statements (in her case, about Sam Katz and Vic Toews "complaining about" TGCTS), once again found a way to make herself and her henchman feel good.

It must have been Dobbin's fault for not getting it.

And Rushton again shared with Thomson her dismissive contempt for the general community, as she had for the Winnipeg Police Association and others who supported the radio show she made sure was permanently censored for the "journalistic style and inappropriate role modeling".

"It sounds like the guy took what you said and turned it into more.

Somebody needs to find on air time for Marty somewhere else and give the "people" back their voice so he'll leave us alone.

Maybe Shaw cable would like him ! "

Her faith restored in the superiority of Red River College's management to the peons who pay their salaries like John Dobbin, and having shed herself of any obligation to share the airwaves with nasty bloggers and the rest of the great unwashed that
has unknowingly subsidized the station she was treasurer of to the tune of $275,000, Cathy Rushton turned her attention to more important concerns.

"Are you going to the College "Christmas" party tonight? if so, see you later!"

Coming up: Freedom of Information documents reveal: the "Executive Committee" deception not only duped Kick-FM Directors, but unfortunately for them, one of their own members; how business is done, Graham Thomson - style; the wit and wisdom of Kick-FM chairman David Wiebe.

Other news:
- Yes, a unique plan for ongoing podcasts with new technology is in development;

- Spirited Kenny using Twitter to contact Premier Greg Selinger about his press secretary Jay Branch refusing to apologize for spreading falsified quotes to Red River College and trying to censor his show;

- Marty Gold to speak to city council on Wednesday to oppose the Parking Authority business plan and defend inner city residents, businesses and social agencies from being fleeced;

- TGCTS alum update: Shannah-Lee, Shecky and Young Josh continue to enjoy success as professional broadcasters; Stacia hired by Wpg. Chamber of Commerce to organize social media; Caed hired by rural radio station.

Red River College Vice-President Cathy Rushton invented complaint from Vic Toews to kaibosh TGCTS appeal to return to KICK-FM

(2 related posts added at bottom of story)

Last year, Red River College vice-president Cathy Rushton spread false allegations that Mayor Sam Katz had complained to former president Jeff Zabudsky about Marty Gold.

"I know Sam Katz called Jeff a couple of years ago about attacks" on The Great Canadian Talk Show, she wrote on August 12th to two officials who served with her on the Board of Kick-FM.

On September 30th, two fellow vice-presidents of RRC also read how the College had "received complaints from Sam about him in the past" in an email sent by Rushton.

The only problem was, it was not true.

But a negative attitude of RRC officials towards The Great Canadian Talk Show was what resulted.

Weeks later another "complaint" to the College, this time from Free Press editor Margo Goodhand, was never forwarded to station manager Rick Baverstock for verification and investigation. Instead, with the "suggestion" of her new boss Stefanie Forsyth backing her, listeners of campus radio found out how big Cathy Rushton really was on censorship. After the show was canceled, she intended to keep it that way.

As it turns out, Sam Katz was not the only high-profile politician Cathy Rushton talked about about in relation to TGCTS.

And this time, it was to more than just 2 fellow Kick-FM Board members and 2 fellow Red River College administrators.

At the Annual General Meeting on December 9th, Marty Gold and his producer appealed the action of the "Executive Committee" in canceling the show to the full Board and stated their case. Afterwards, the Kick-FM Board, with 3 new members able to vote for the first time, held their regular Board meeting over lunch.

Rushton, legally prohibited from continuing on the Board after that day, was faced with the possibility that the student reps and other board members might actually consider

- the pleas of community members who had taken time to appear on 3 days notice and voice their support for re-instatement;
- the possibility the show's growing ad base could continue to help cut the station's $140,000 debt to RRC; and
- the evidence of a valid contract contained in emails from Rick Baverstock to Marty Gold in 2006.

With only 3 members of the Executive Committee present, the rest of the Directors of Cre Comm Inc. could have reversed their undocumented decision to cancel TGCTS, and by a majority vote put The Great Canadian Talk Show back on the 92.9Kick-FM airwaves.

Midway in the discussion about the presentations and the appeal for re-instatement, Rushton once again pulled the politician card out to to play against Marty Gold.

According to the minutes of the meeting:

Cathy Rushton had a complaint registered in the summer about Marty from Vic Toews’ office, and she would like to have a discussion with the Board about it.

But now, for the second time in a week, Cathy Rushton is faced with an embarassing problem.

There are no records in the files of the College secretary, of President Forsyth, or or of vice-president Rushton containing this alleged complaint, and according to the federal Treasury Board president himself, there was never any complaint made whatsoever
.

"Complaint
Tuesday, January 25, 2011 11:11 AM
Hello Marty,

(Senior official) has advised me that he is unaware of any complaint coming from any of my offices regarding your conduct.
I certainly made no complaint personally.
I appreciate your efforts to get to the bottom of this issue.

Vic Toews"

When challenged last week, Rushton certainly scrambled to explain away the false claims she made about Sam Katz.

On Mon, Jan 31, 2011 at 2:47 PM, Cathy Rushton
Thank you for your email of January 31, 2011. I appreciate this opportunity to set the record straight about the matter of the alleged complaints from Mayor Katz.

In mid-January, when I returned from vacation, I became aware that I might have been confused about the alleged complaints from the Mayor. I contacted Jeff Zabudsky who reminded me that I was likely thinking about a phone call from the Mayor about a different (but somewhat similar) matter. When I realized my error, I wrote the chair of the KICK-FM board David Wiebe to correct my mistake and asked him to set the record straight at their next meeting. I have also spoken to my internal colleagues who received the original emails to correct my error. Other than the KICK-FM Board members, no one else external was party to my incorrect assertion.

This was an honest mistake and was not intended to harm you or anyone else in any way. I apologize for my error.

I would appreciate it if you could include this email in a future TGCTS blog so I can set the record straight publicly.

Catherine Rushton MBA FCA
VP Finance & Administration
Red River College

Before any email from Cathy Rushton was going to be published, there was the formality of reminding her to set the record straight the proper way
.

Ms Rushton;

Your excuse is not believable and your attempt at mitigation is grossly insufficient.

The toxic, prejudicial and defamatory statements you made did not come from a silly freshman. You were the acting president and CEO of Red River College when you made them, and thereby in a position of influence and authority, which you used to damage my reputation and to poison the College against me in your effort to get me fired.

That is the context of your false claim that the Mayor himself complained about me.

The process to correct the erroneous record you created is clearly laid out.

I expect you to track down every copy, electronic and otherwise, of the email you sent and to attach to each and every one 1) this email, 2) the mayor's letter and 3) your apology. You will notify me when this is done and I will have the Ombudsman verify the proper attachments have been made.

I also want a list with the names of everyone you ever repeated this false claim to, verbally or otherwise, internal to Red River College or external.

Did you think I would be satisfied with your word that you phoned the people on your email list and told them " Remember what I said about the Mayor and Marty Gold, well, forget it "? I've learned not to trust a syllable from anyone connected with Red River College regarding The Great Canadian Talk Show.

With that in mind I would like to see what your wrote to David Wiebe regarding this matter so please forward it to me.

Yet Rushton continued to refuse to correct the record; a strange response indeed considering she is the Chief Privacy Officer for Red River College, and it is her duty to enforce the Act which requires her to correct a false record so when asked...

I am sorry that you don't believe me but I assure you that I am telling the truth. I made a mistake in two internal emails and I regret that. Everybody makes mistakes sometimes. The incorrect information was not widely circulated until you published it on your blog yesterday.

Publishing my email from yesterday on your blog would publicly disclose my error and apology and set the record straight.

I will forward my email to David Wiebe to you under separate cover.
Cathy Rushton

It took two weeks after discovering this "mistake" for Rushton to contact Marty Gold, and only after the false allegation of complaints from the highest level at City Hall was exposed on the TGCTS blog.

According to Mayor Sam Katz on Friday Feb. 4th, Rushton had not yet contacted him to apologize.

Vic Toews better get in line.

Still to come, as promised last week: Cathy Rushton was a lot bigger on censorship than she first let on.

RELATED post from Graham Hnatiuk, and a reader response to him:

" Last week following my blog post, Cathy Rushton had emailed me about this "mistake" and begged me, a blogger, to "correct the record." Since obviously the blogosphere is an official place to make such corrections.

Rushton won't actually correct the record with the College. No no, she's more concerned about what I, Progressive Winnipeg, write about her instead. And for a moment I was willing to at least consider her "mistake" as true, but TWO different politicians? This, a mistake is not.
